Seeking Harmony in Dual Identities between Nationality and Ummat in Muslim Modern Nation-State

Background

Nowadays there is a growing and dangerous tension in the prevailing religious-political condition of the Muslim contemporary world between national identity and Islamic community (ummat) member.  It is comprehended commonly that these two ideas are contrary each other or at the best they are independent each other. For some Muslims who wish have the idea of Khalifah or Islamic Empire (Sultaniyyat), the nation-state which is based on humanity and democracy is a kafr concept being against Islamic doctrine. Hence, they fight against any Muslim nation-state and judge other Muslims as infidel (kafir).

Ambiguous loyalities due to dual identities between being national member and Islamic community  in Muslim modern nation-state poses a serious danger for national unity as well as humanity in general. It is one root cause of the intensive increasing radical-Salafi or Takfiri movement in Muslim world including Indoensia. As long as this problem has not been clarified and resolved yet, any Muslim nation-state will be threatened by long dispute and latent disunity.

How do Islamic teachingsdeal with the issue of being a member of nation-state and a member of Islamic community simultaneously? Do Islamic doctrines have principles and real model in contemporary world which is able to harmonize those two identities? What are the philosophical foundations of Islamic viewpoint addressing the constructive interaction between the national and the ummat?

Indonesian Context

Negara Kesatuan Republik Indonesia (NKRI) dengan asas ideologi Pancasila dan asas konstitusional UUD 1945 merupakan bentuk final bagi umat Islam. Secara formal, dua ormas Islam terbesar, NU dan Muhammadiyah, telah memutuskan bahwa NKRI adalah konsensus berbangsa dan bernegara yang sudah final bagi umat Islam; tidak ada alternatif lain. Kecuali satu dua ormas – seperti Hizbut Tahrir Indonesia (HTI) – secara umum semua ormas Islam atau partai yang berbasis Islam telah menyatakan kesetiaannya kepada NKRI dan Pancasila.

Meskipun demikian, perlu dibedakan antara sikap formal sebuah organisasi dengan pola pikir setiap individu Muslim, yang melampaui batasan formalitasl dan jangkar organisasi. Pemikiran dan pandangan-dunia seseorang tidak bisa dihadapi semata dengan asas legalitas formal negara apalagi organisasi. Termasuk pemahaman sebagian Muslim Indonesia terutama generasi muda sejak tiga dasawarsa terakhir mengenai gagasan tentang khilafah atau daulah Islam atau sejenisnya yang telah melahirkan ketegangan laten antara identitas sebagai warga NKRI  dengan identitas sebagai umat Islam. Sebagaimana yang disampaikan Presiden Joko Widodo dalam KTT Arab Islam Amerika di Riyadh 21 Mei 2017 lalu, problema pemikiran harus dihadapi dengan pemikiran (sebagai soft approach) di samping masalah hukum atau kekerasan dilawan dengan pendekatan hukum (bentuk hard approach).

Kita menyaksikan bagaimana problem ketegangan teologis-politis telah menguras banyak energi anak-anak bangsa dan juga bangsa pada umumnya. Salah satu akar penyebab ketegangan tak produktif ini adalah belum harmonisnya hubungan identitas ganda sebagai warga negara dan sekaligus umat beragama. Identitas ganda yang belum jelas konstruksi relasinya ini akan membawa loyalitas ganda yang tak jarang melahirkan konflik politik bermotifkan keagamaan atau sebaliknya konflik keagamaan bermotifkan politik. Oleh karena itu, tokoh-tokoh bangsa dan umat perlu merumuskan bentuk relasi yang konstruktif dan harmonis antara kedua identitas tersebut, bagaimana secara inheren dibangun kesadaran bahwa mencintai tanah air dan memajukan bangsa adalah juga sebagai taklif (kewajiban) agama yang berdimensi duniawi sekalius ukhrowi (memiliki nilai eskatologis).

Objectives:

  1. To identify and understand the actual problems in Muslim societies and world in general related to double identities being a national and a ummat member
  2. To explain the foundations and principles of Islamic teachings addressing the issue of modern nation-state for Muslims
  3. To seek harmonious relationship between national and ummat identities in Muslim history and contemporary world.
